Recommendations for a PSD to HTML/CSS service?

I have a new website design for www.PerfectTablePlan.com (done on 99designs.com). I need to get the 5 PSD files converted to responsive HTML/CSS. I know there are various services around that do this. Can anyone recommend one?

Price is obviously an issue, but I am looking for good work more than low cost.

The 99designs recommended partner is https://xhtmlized.com / https://www.codeized.com . Has anyone used them?

Is there anything I should specify beyond:
-works with all modern browsers
-W3C compliant
-responsive to handle desktop, tablet and phone screen sizes
?

Once I have the HTML/CSS I intend to use that to rebuild the whole website using a static site generator (such as hammer4mac).

Two years ago I used [PixelCrayons][1] for 4 or 5 pages - PSD to responsive HTML. They did great work, processing time was good and communication went very well. Don’t know how they compare now, but I’d try them again.
